The NSW Government has committed $480 million towards this component of the program.

Eligible upgrades include:

Rooftop solar systems

Home battery storage systems

Home EV chargers (Level 2)

Heat pump and solar thermal hot water systems

Induction cooktops

Insulation

Double glazing

Reverse-cycle air conditioning

Switchboard upgrades

Ceiling fans

Draught-proofing

For example, a household with a combined taxable income of $200,000 installing a $10,000 solar and battery system can finance the entire remaining cost through the interest-free loan and repay it over the next decade.

Additional Discounts Coming Later in 2026

Alongside the interest-free loans, the NSW Government will introduce targeted rebates of up to $4,000 later this year.

These rebates will be available to households with a combined annual income of up to $80,000, as well as eligible concession card holders. A further $77 million has been allocated to support this part of the program.

Households intending to access both the rebate and the interest-free loan for the same upgrade are encouraged to apply for the rebate first, with the loan available to finance any remaining out-of-pocket costs.

Can Be Combined with Federal Incentives

One of the key benefits of the Home Energy Saver Program is that it can be combined with existing federal incentives.

Eligible solar and battery systems can still receive available federal discounts, including the Cheaper Home Batteries Program and Small-scale Technology Certificates (STCs). These incentives are applied by the installer first, reducing the purchase price, while the NSW interest-free loan can then be used to finance the remaining balance.

This allows eligible households to significantly reduce both the upfront cost and ongoing repayments for their energy upgrades.

Renters Also Included

The program has also been designed to support renters.

Eligible renters can access the available rebates for approved energy-efficient upgrades, provided they obtain their landlord’s approval. The initiative aims to make modern energy technologies more accessible to renters while helping reduce household electricity costs.

Industry Welcomes the Initiative

Smart Energy Council Chief Executive Officer David McElrea has welcomed the announcement, characterising it as an essential step towards making renewable energy more accessible.

“This program is a massive win for households looking to take control of their energy bills. Helping lower-income earners and renters overcome the cost barrier to modernising their homes with smart solar, batteries, efficient cooling and heating is the fastest way to permanently reduce household expenses while building a more resilient electricity grid.”

Supporting Lower Energy Bills and a Stronger Grid

The Home Energy Saver Program forms part of the NSW Government’s broader strategy to improve household energy efficiency, cut electricity costs and speed the implementation of renewable energy technology across the state.

By making rooftop solar, battery storage and a wide range of home electrification upgrades more affordable, the initiative is expected to help thousands of NSW households lower their ongoing energy bills while contributing to a stronger, cleaner and more reliable electricity network for the future.

The New South Wales Government has officially launched its $557 million Home Energy Saver Program, making it easier and more affordable for households to invest in rooftop solar, home batteries…

[1

post-469","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-blog
["GET
